trans RPM shifts

I found a neat little kit for changing the shift RPMs to match your HP. It's an M&M 20248 and it's for 350/400/700 transmissions. All you have to do is pull the governor out and change weights and/or springs, follow directions precisely. This only cost about $45 and it says on the side illegal to use on 75 and later california vehicles and the other 49 states illegal unless used for off road, racing, etc; anything but street.

I wonder why it's illegal? Somehow, I don't see a cop pulling you over for driving with it, and I can't see them detecting it in emissions tests????

Because they did not pay for a CARB number.
Kinda like 1.5 roller top rockers are the same ratio as the stamped 1.5 stock small chevy ones. But somehow they pollute the earth on stock emisions engines with their reduced friction(sarcasm here). Not for use in Cali on the road . lol.
Now pay the few and whatever testing process those rocker arms become 50 state legal. With a CARB number.
