S Blazer Rear Brakes

Noticing poor braking lately on my 97 Blazer. I knew I needed to replace the warped front rotors but apparently they are the only ones doing any braking. The rear brakes seem to do nothing. Pulled the left drum and all appears ok so I'm wondering if the wheel cylinders are seized. Need to get some help to watch while I push the pedal.
While doing this job I noticed disturbing amount of rust on the frame. Those factory rubber flaps between the frame and body made a great dirt catcher and held moisture on top of the frame. Not great for the fuel and brake lines that were buried in that mess either. So the flaps are coming off and staying off.
