What is it???? starter through bolt w/extension 1/4 bolt

What are these and what are they for?

Looks like a set of starter housing bolts . to hold the thing together and a stud for a brace on the block somewhere.

The starter will fit a BBC or SBC but the bracket is different.
The bracket shown is for a small block.
