Timing tape on harmonic balancer ?

This is directed more to Mark but others can ring in for there answers also, the pics were lifted form one of Marks post.

In my Truck is a 1989 305 engine. I am adding the correct brackets for the Alternator which will be on the left side now and a Pow Strg Pump that I need to use a Short Neck Water Pump too make everything work together, most of the correct v-belt pulleys I have but need one more. With the stock Long Neck Water pump my Timing Marks have to be viewed down through between the Timing Chain Cover and the back of the Water Pump and this is a problem because I need to use the Short Neck Water Pump for all of the change's I am doing and you can't see down through the area with a Short Neck Water Pump installed. I also will be installing a "Timing Chain Cover Pointer" pretty much like the one Mark is using.

NOW for why I started this thread. My question is looking at the pic's below there is Timing Tape on the Harmonic Balancer along with a Timing Chain Cover Pointer. Why does the tape have to be there since the Balancer has a mark scribed in to it which is used in conjunction with the "Timing Chain Cover Pointer"? I know this makes sense to some but its not making sense to me so it would be great if someone would explain or give me an education on why both are being used together?

The reason for the timing tape on that balancer is: ( DRUM ROLL )
When I found top dead center setting the valve lash on #1 cyl. and dropping IN my HEI distributor, & checking timing marks. I
FOUND that the timing marks were OFF So I installed that timing tape to make seeing the full spectrum of timing marks easier on both sides of TDC.
As a result I also wound up changing that chrome non-adjustable pointer and balancer to a more expensive adjustable marker so I could get TDC lined up correctly using TDC with the valve lash.

A little further along in the pictures I spent another $400.00 and bought a
TCI Balancer and a TCI adjustable pointer so I could adjust the pointer
to TDC

Is it more beneficial to use the Tape and Balancer for engines that are more Pumped rather than any engines more to a stock form?

Another reason the timing tape is used, is to set your advance curve and total timing. You want all your advance to be in by 3000 RPM and the tape will allow you to adjust your timing to achieve that. Here are a couple links that explain it more in detail:
